Operations Charter
I. Forward
Operations and Operations Command are established by the Council of Admirals with the purpose of assisting in providing a stable gaming community within
UFP. Operations will consist of all non Starfleet departments for the purpose of providing support function within UFP. This document hereinafter referred to
as the "Operations Charter" is designed to outline all Operations policies and procedures as lawfully promulgated hereto govern Operations. Operations and
Operations Command is under the authority of the UFP Fleet CO/XO and the Council of Admirals.
II. Departments
Operations hereby assumes authority over all Departments of UFP. This charter allows for the creation of the Departments of UFP, upon approval of the
Fleet Admiral, Executive Committee or Council of Admirals.
Charters
Operations shall ensure each department has an approved charter. Charter creation or changes are submitted to Operations Command for approval and to
verify against existing charters and the Constitution. Once approved, Operations will submit the charter to the Fleet Admiral, Executive Committee or Council
of Admirals for Approval. Approved Departmental charters are added as an appendix to the Operations Charter.
Judge Advocate General (JAG)
JAG falls under the jurisdiction of Operations Command. However, the JAG can only be appointed or removed by the Fleet Admiral. Operations Command shall
ensure the efficient operation of JAG, but not be involved with any of the decisions made by the JAG. The JAG is expected to report directly to the
Operations CO.
Security
The Security CO is expected to report directly to the Operations CO as his immediate CO. However, Security is granted special powers and privilidges in
its charter which are not shared by Operations Command.
Departments
This charter currently recognises the following departments which are placed under the jurisdiction of Operations Command:
- JAG (with exceptions noted above)
- Security
- Diplomacy
- News Team
- Starfleet Engineering
- Auditor General (suspended)
- Forum and Web Team (suspended)
III. Command Authority
Operations Command
Operations shall be commanded by two officers; the Operations CO and the Operations XO appointed or removed at the Fleet Admiral's discretion. The
Operations CO is required to be a member of the Council of Admirals. Operations Command's mandate is to oversee and "macro manage" the operations of UFP
Departments (unless otherwise stated) as a whole and to give strategic guidance and command support to UFP Fleet Command on how to manage UFP's support
assets. Operations Command ensures the smooth and effective operation of all UFP Departments. The Operations CO and Operations XO are the highest and second
highest authorities in Operations respectively unless otherwise stated. The officer holding the operations CO position can:
- Modify the duty roster of all departments at his/her discretion, except for JAG as noted above
- Order Reports from those under his/her command
- Promote up to and including the rank of Operations Admiral all officers under his/her command
- Demote officers under his/her command as specified in the Code of Conduct
- Give out awards as specified in the UFP Awards policy for Operations Command
- Create temporary departments (30 days) pending legislative approval from either the Fleet Admiral, Executive Committee, or Council of Admirals.
- Suspend departments for inactivity or other justifiable reasons unless over-ruled by the Fleet Executive, Fleet Admiral, or Council of Admirals.
- Has administrative authority over JAG, including assisting in the appointment and finding Defense attorneys and other tasks to ensure effective
operations in JAG. This can also be delegated to the XO.
- Manage ACP (forum administration), Moderation and FTP (file transfer protocol) access unless delegated to another by the Fleet Admiral
The Operations XO can:
- Order Reports from those under his/her command
- Promote up to and including the rank of Commodore
- Demote officers under his/her command as specified in the Code of Conduct
- Give out awards as specified in the UFP Awards policy for Operations Command
- At the discretion of the CO, can be granted administrative authority over JAG, including assisting in the appointment and finding Defense attorneys and
other tasks to ensure effective operations in JAG
The Operations CO is expected to maintain integrity, activity and interest at the Department Command level, as well as give advice and form good working
relationships with those under his/her command. The Operations XO is expected to assist the Operations CO with the above as needed, as well as to help
Department Commanders with their day to day tasks as needed or requested, more as a colleague than a commander.
Department Command
Each Department shall be commanded by up to two officers, with a "Department CO" and optionally a "Department XO" who are the highest and second highest
authorities in their assigned departments. These positions shall be managed and maintained directly by Operations Command. The officer holding a Department
CO position can, unless over-ruled by Operations Command:
- Create and disband sub departments/divisions at his/her discretion, unless created in this charter
- Order Reports from those under his/her command
- Promote up to and including the rank of Commodore (or up to that officers current rank if ranked below Commodore)
- Demote officers under his/her command as specified in the Code of Conduct
- Give out awards as specified in the UFP Awards policy for Department Command
The Department XO is given the following authority unless over-ruled by Operations Command or the Department CO:
- Order Reports from those under his/her command
- Give out awards as specified in the UFP Awards policy for Department Command
- Send out promotions and higher award recommendations to Operations Command when requested
- Issue written warnings to officers under his/her command as specified in the Code of Conduct
The Department CO is expected to maintain integrity, activity and interest as well as give advice and form good working relationships with those under
his/her command. The Department XO is expected to assist with the above as needed.
IV. Department Charters
All department charters shall form an appendix to this document and shall be considered subordinate policies, except where otherwise stated.
